The Regional Intelligence Fusion Centre (RIFC) is a sub agency of CARICOM IMPACS and as such recruitment of personnel for employment at the RIFC is ultimately the responsibility of the Executive Director of IMPACS.

The Executive Director is empowered to so do, by Article 6(3) of the intergovernmental agreement which states that "The professional, administrative and other staff shall be appointed by the Executive Director and on the terms and conditions approved by the Council in the recruitment of such staff of IMPACS, consideration shall be given to securing the highest standards of efficiency, competence and integrity, bearing in mind the principle of equitable geographical".

Staff at the RIFC is a mix of regional personnel contracted via the recruitment process in addition to intelligence practitioners (analysts) nominated by their respective Governments (all Member States) and assigned subject to the necessary integrity assessments.
